发 (fā / fà) is the simplified form of two unrelated traditional characters: 發 (fā) "send out" and 髮 (fà) "hair". 發 originally combined the bow radical 弓 with elements for hands and a weapon, depicting the release of an arrow, and came to mean emit or issue. 髮 is a phono-semantic compound, the hair radical 髟 (biāo) gives the meaning, while 犮 (bá) provides the sound, denoting human hair. The modern character 发 is visually based on 犮, the lower part of 髮, with an added left-falling stroke, and it now represents both "send out" and "hair".
