Etymology
Depicts a person (卩) using a pestle (午). 午 also represents the sound. The 辵 (walk) component was later added to emphasize action. Based on the original meaning, “to use, to control”. The meaning later shifted to “to govern”. In simplified Chinese 御 is also used to mean "to resist", while in traditional Chinese this meaning is written with a separate character 禦.
About
御 is composed of 彳 (walking) and 卸. 卸 combines 午 (a pestle, also providing sound) and 卩 (a kneeling person), depicting someone using a pestle. The walking element was added later to emphasize action, giving the original meaning "to use, to control". This later shifted to "to govern", and by extension came to refer to the emperor and imperial affairs (e.g., imperial decrees). In simplified Chinese, 御 also means "to resist", replacing the traditional character 禦, which was used specifically for that sense.
