咫 (zhǐ) is a phonosemantic compound: the measure radical 尺 (chǐ, 'ruler' or unit of length) supplies the meaning, and 只 (zhǐ) gives the sound. It originally designated a historical unit of linear measurement, roughly eight inches, or the length of a woman's forearm, in contrast to the standard ten-inch 尺. Because this was a small distance, the character came to express extreme proximity or closeness, and it frequently appears in compound words for things very near to each other.
