郧 is the simplified form of 鄖, which pairs the phonetic 員 on the left with the city radical 阝 on the right. The modern character simplifies 員 to 员 while the radical remains unchanged. Used exclusively as a proper noun for places and historical administrative divisions, it most notably named an ancient Zhou-dynasty state in present-day Hubei province, and it still appears in modern county and city names from that region.
