报 is the simplified form of 報. The traditional character combines 㚔 (shackles) and 𠬝 (a hand forcing a kneeling person into submission), originally meaning "punish". The simplified version keeps the right side 𠬝 intact but replaces the shackle component with the hand radical 扌. Over time, the meaning extended from punishment to "revenge", "recompense", "report", and "announce", and eventually became the standard word for a newspaper.
