电 is a simplified form of 電. Originally, 電 combined the rain radical 雨 on top with 申, a bolt of lightning, below , a direct depiction of lightning during a rainstorm. When simplified, the 雨 component was dropped entirely, and the lower 申 was altered: its tail became an elongated stroke curving to the right, resulting in 电. Over time, the meaning broadened from natural lightning strikes to all electrical phenomena, including electric power and electronic devices, especially after the Industrial Revolution.
