The simplified character 颁 derives from the traditional 頒, a phono-semantic compound. It combines the semantic radical 页 (yè), meaning "head", with the phonetic component 分 (fēn), "to divide". Its earliest sense referred to an unusually large head or a type of fish, but the meaning shifted to denote the promulgation or bestowing of laws, decrees, or awards.
