The character 县, derived from the traditional form 縣, originates from an ancient depiction of a severed head hanging upside down from a tree, a form of public execution. The traditional character includes the silk radical 糸, representing the rope, and a component for the inverted head. Its original meaning was "to hang" or "suspend", a sense now carried by the character 悬. Through phonetic borrowing during early administrative development, the character came to denote a local administrative district, eventually becoming the standard term for a county, a regional division below the provincial level.
