As an ideogram, 至 originally depicted a bird or arrow descending and striking its target. This image of a completed journey established its core meaning: to arrive at a destination. From this concrete sense of reaching a physical point, the meaning extended to temporal and abstract domains. It developed into a preposition meaning "until" or "up to" a time, and also functions as an adverb indicating the highest degree or utmost extent.
