The character 県 is a simplified form of 縣, meaning a prefecture, county, or specific governmental district. The traditional 縣 is a highly complex character combining a suspended head and silk threads, originally denoting "to hang", and later extended to an administrative division directly attached to the central government. In 県, the intricate right-side silk component has been entirely eliminated, and the left-hand elements have been heavily condensed into the eye component 目 placed over a simplified base. This reduction allows for significantly faster handwriting while retaining the exact administrative and geographical meanings.
