The character 省 is a phonosemantic compound: it comprises the meaning component 目 (eye) under what was historically 生, a sound component. The modern form's upper part, 少, is a corruption of that 生. Its original sense was "eye disease", a meaning now represented by the character 眚. All modern meanings of 省 arose as phonetic loans. Pronounced xǐng, it denotes close inspection, scrutiny, or introspection. Pronounced shěng, it signifies reduction, saving, omission, and from the idea of managing resources, it became the administrative term for a province.
