褱 is a phonosemantic compound: 衣 ('clothing') provides the meaning and is split to enclose 眔, which gives the sound and is associated with eyes and tears. It originally denoted carrying something hidden in one's clothing or bosom, and is the ancestral character of 懷. Over time, the sense broadened from this physical act to the abstract notion of harboring thoughts, feelings, or affections in the mind or heart. As the abstract meaning became dominant, the heart radical 心 was added to form 懷, explicitly marking the emotional and mental aspects, while 褱 now survives chiefly as a phonetic component in other compound characters.
